CERT and BRACE train individuals to respond. The HAPPEN Network builds the neighborhood infrastructure those trained people plug into. Every CERT graduate is a natural HAPPEN Network node person. Every BRACE member strengthens the network. Faith communities, local businesses, and neighborhood organizations all have a role in building a resilient community. The HAPPEN Network is the connective tissue that holds it all together.
